I am not very familiar with nortel systems so if I need to provide any additional information please let me know.

Customer is saying that whenever at outside caller leaves a voice mail and they check it, after the caller hangs up the rest of the voicemail is beeping noise. I am guessing there is a two minute or so max on voice mails, if the first 30 seconds is the caller talking, after he hangs up the rest of the time limit is beeping like a busy signal.

Any ideas what could cause this? It is happening for all mailboxes and all outside calls voicemails.

The carrier, who ever provides the external trunks is not sending the correct end of call signalling to the meridian.

In the UK I've had customers complaining that they get voicemails saying "The other party has hung up" and a call to the carrier resolves the issue.

sounds like you have loop start lines which are not providing a disconnect, so the voicemail is not dropping the line after the caller hangs up.

check route on prompt nedc fedc type eth for either side
this is the near and far end supv signal recognization
then if still no work call carrier and ask for disconnect supv on circuits
