Nortel/Cisco PRI Qsig

We are trying to install a tie line between a Nortel CS1K and a Cisco 3945 CUCM 9.X. We are having issue with getting the d-ch up. The B-channels are ok. Does anyone have the configurations or an idea of where this problem my be?

Have you followed the interoperability guide below?

Make sure your versions are compatible and you follow the guide step by step. Also make sure one is set as user the other as network or no D-Channel

Make sure one side is set for NETWORK side signaling and the other USER side.
