Nortel (BayStack) 28115 can't console or telnet

OK, I've read everything I can find on this forum and so far no help. Here's my situation.

I just picked up the 28115 real cheap, $10 to be exact. It runs through all of its diagnostics and displays operational: RUN. All is well.

I have set my IP, GW and Subnet through the front panel. I can ping the switch on every port.

Now, I have made the service port cable, tested it and set up both hyperterminal and tera term pro. I get nothing from the switch with either program using all different settings. I found the manual on the Nortel web site and followed it exactly.

When I attempt to telnet into it I cannot establish a connection. I get an error "could not open connection on port 23" when using Windows telnet.

Any clues as to what is going on?

What can I do to remedy this?

With Hyperterm make sure that in properties you have 'Function, arrow, Ctl keys' set to Terminal keys. Set up the session to point to Com1 (or wherever you are cabled into) at 9600 and enter 'Ctl y'. This should bring up a menu from the 28115.
