Does the Meridian 61 without the C support PRI cards so I can hand off to another system.

It's not getting any smarter out there. You have to come to terms with stupidity, and make it work for you.

the 61 can have the same cards/features as an 81 c, you will not see any change with the software of the 2 switches, might need to check the pkg's that you have turned on. that can be a show stopper
