The device type reported by the 1100 series phones is not recognized by the 3.7 software. Due to that, the phone won't work with that software release.
Whilst on this topic, we found that a Nortel conference phone 2033?. worked fine on a BCM 200 3.6. We know it's not supported, but then the BCM 200 or 3.6 isn't either!.

The type reported by the 2033 conference phone is i2001 phase 16. Very old BCM releases didn't check for a particular phase and enabled IP phones based on the type only. The type reported by the 1140 phone is i2004 phase 37 - it's quite likely that you could use the 1140E phone with the BCM 3.6 software, too.
