Norstar PRI "normal clearing"

I am running Mics 6.0 software. The service provider is sending me national protocol, Lucent 5ESS. I have set my NSF ext. to OUTWATS. I built route 001 w/ a destination code of 9. It seems that when I hit Intercom "9"
I can get out, but after dialing the number,whether its local or long distance I get a normal clearing message on my display. I tried setting my CbC limits,Outwats min.
outgoing to 1, max outgoing to 15 (16-23 deprovisioned),
yet when I check my CbC limits under outwats it says outgoing denied due to min. outgoing 0. Am I missing something somewhere?

You need to go into link Status and disable 16-23, What the display will say is near on these channels meaning that you have disabled these channels, you also need to make sure that your Public Dn Length is set to 10 Digits if you have 10 digit local calling..
