Norstar Modular ICS Plus

Hello,
Starting up a family business and we just leased office space with a Norstar Modular ICS Plus system that "appears" intact: it's got 5 DS cards, a voicemail card etc and doesnt look like the previous tenants bothered pillaging anything else from it. It's got the main cabinet which is 2 bigger cabinets stuck together and a smaller cabinet to the side, so 3 cabinets altogether. To the side of the cabinets there is a small flat box with a vga outlet and some rj45 jacks in it. There is also a fastRAD box connected to. When i turn on the power, lights do go on on all the various boxes.
Question is:
How can i tell if this is usuable or not? apart from the VGA outlet i can't figure out how i can plug a keyboard or mouse in and start to look around. My guess is this is super old stuff and had a dummy terminal that hooked up to the vga?
in any case, renos/construction will start soon. I am doing the cat5 cabling myself. As it is a family business we're trying to save as much money as possible so if we can use this Norstar, it would be great. i just need to know when to decide that the Norstar is not operational and need to start thinking about other options.
At work, i deal with Nortel Option 11s and am also hoping programming and LD's are the same too. So... how do i check to see if the Norstar is salvageable without any network or voice lines/circuits in place yet?

Do you have any phone sets? An easy way to check is connect up a T7316 phone set. Look on the blocks for anything labled Ports ( 101, 102, ect... ), and cross-wire the phone on one of those ports. It should flash a few times and then come up.
No real way to program those via a GUI interface, it's all done through the phone sets.

I have never heard of a voicemail " card " for a MICS. Check out the Norstar forums on this site.
 
Chances are the system is fine and can be re-used. Do you have all the phones or as many Norstar phones as you need? Personally, I think this request is too big for this forum and you would be better off paying a technician a couple hours to come out and verify the system works and to get it setup for you. You should also re-post this in the Norstar forum and you might get more results. The link is below.

fyi, there are 3 phones left in the office, i will try your suggestion and punch down to the block and see if i get any lights. thanks
