I have a customer that has only 50 phones installed and I just installed a Third PRI on there system. That gives them a total of 69 lines. They are still getting no free lines sometimes when calling out. Why would this be happening? I have tested all three PRI's and they are all working. They are all in pri group A. Is there something that would keep them from rolling to the next PRI when all lines are busy on the third pri?
 
I don't know if this will help but I would check for disabled channels.
How to disable PRI channels
Open maintenance, press next to link status
Press: Show
Press: Next Cards on KSU
Press: Show
Press: Next Card 1 KSU PRI
Press: Show
Press: Show
Disable channels as needed.

all are in and outbound and as far as i can tell they are disconnecting
 
lines are showing idle or busy on the b channels in link status
 
Also make sure that B Channel Service Messaging is turned off in the Central Office

If all of the PRIs in in PRI-A, you have to set the CbC limits for PRI-A Public. By default they will be minimum 2 and maximum 23 for incoming and minimum 4 maximum 23 for outgoing.
Change the maximum settings to reflect your total number of channels (69).
CbC Limits are configured under System Programming>CbC Limits.
