Norstar ICS 4.2 Line connection

I am having trouble connecting incoming phone lines to the system.

I have confimed that the lines all work, telephone numbers, cable etc. I connected the white and blue pair and the white orange pair and all was well. The green/white and brown white pairs do not seem to connect. The next wire that works is the slate/white pair and the reb/blue pair. It seem to skip the second group of wire in four pairs.

Following that lead I moved to the next four pair... no luck.

I have a second "LS/DS 0X32 Trk Cart" is it possible that isn't working?

In system programing line 5 is line 25, line 6 is line 26, line 7 is line 27 and line 8 is line 28. So in programming you program line 25 for your physical line 5.
