Norstar dial plan question

I have 3 sites with Norstar systems on each site. They are all connected via T1 for 4 diget dial. I am receiving 4 digits from the provider and the did rande is all 4800-4899. I have all phones working properly. The issue that I am having is with site A. I have an extension 2289 with receive digit of 4889. when I call this extension internaly I am receiving the v-mail box of a end user located on site C. I can't seem to figure out how this is happening. I have chacked somethings like FNA. Thsi is set to 2235. 2235 is the v-mail extension for the v-mail located on site A. All sites have stand alone v-mail systems. Any help would be greatly appriciated....

Site A x=2200

Site B x=3200

Site C x=4200
 
I have an update. I was able to figure out that x2289 was hitting a mailbox that was still existing on the system. Now that I have deleted the mailbox... When I dial X2289 the call is being forwarded to general delivery. My question is I am having an issue programming x2289 with received digets 4899 I have no control over this extension. any help would be great!!!

The call is going to GD mbox cause the ext. is still fna to the vmail dn. Now that you deleted the mbox and still have it forwarded to the vmail dn it will always go to GD mbox.

I have removed x2243 as well as all FNA and FOB. This was the extension that I removed. And x-2289 is still going to GD??? Thnaks for your rapid response!
 
Check your target line that 4889 is programmed on. make sure it is primed to set 2289. and verify that the correct line is assigned to the ext 2289. If the number is not assigned a working set it could be going to its prime location.
Also for grins and giggle I would change the line programming from public to private to 2289 and see if that allows the calls to go to its proper spot.

You are awesome! I appriciate the assistance. I was able to resolve this issue. They are using a Flash and I rebooted the v-mail system and that resolved the issue. (go figure) I do however have another question.

Location A has extension list of 2200
Location B has extension list of 3200

I have 2 numbers that LOC B can not 4 digit dial to Loc A.
The numbers are 2211 and 2212. When I call these numbers from loc B with 4 digit dial it is not going through. Any ideas?
 
Thanks for the response. I have ensured that the Rec'vd digets are correct and that the target lines are correct. They have all tested out good. When I am at any site I can dial extension 2212 and 2211 did numbers and the call is completed correct. However when I am at site B&C I can't dial 4 digit between sites. to these extensions (2211-2211) The sites are connected via T1 line to provide this service. Any ideas???
