when trying to change lines 031 through 034 from unsupervised to supervised system does not updated the changes doesn't even say updating on screen of telephone please help

Did you check the software first?
If it's restricted (4X8)you cannot add a line card.
Look at the card and see if it says 7.0 R or 7.0 REST
You can also go into Maintenance and get the system version SP code then look at the this FAQ:

You can purchase a Standard software (S , SI or SIP) , get 7.1 instead of 7.0
Power down, swap software, power up and wait up to 15 minutes.

When programming anything on a telset, make sure you move forward to the "next" item to save your setting before "exit" or "back".

Alternately you can copy LINE 1 to LINE 031, 032. 033, 034.

I recall some buggy CICS 7.0 software. Do as Marv suggested and copy the settings from 001 to 031-034.

I should have said try a reboot too but that is usually the first thing a tech should try in situations like this.

Since you have confirmed the software is correct then also try a reboot.

Edit: I just found a post where one tech confirmed a copy from line 1 worked as per above.
