Norstar-Cisco-PRI-VOIP-Toll Bypass Integration

I am attempting to connect a MICS 4.1 PRI circuit to a Cisco 1760 with T-1 VWIC. The connection is physically good, no errors-slips..etc.

I can make calls with Routing Service in the Norstar by dialing "8", and out the PRI (PRI-B), to VOIP phones on the data network.
I can make calls from other office locations, over the data network into the Norstar extensions.

The problem I have is:

I want to dial into the Norstar with a leading digit "9" to make an outside/offnet call thru the Telephone Company. All off net calls-local and long distance leave the Norstar on PRI-A, using routing service destination code 9.

I have verified the Remote Access & Restrictions filters are matched for all Lines.

I can see the complete dialed number go out of the Cisco router-PRI to the Norstar by doing a debug-ISDN q931.

But the calls fail to go.

I get a generic D channel error message on the call failing that is not specific to anything that would help. I can only guess that something in the Norstar version, or I missed something in the programming that will not allow a Tie-line type call to pass from one PRI to another in the Norstar.

Any help would be appreciated
