Norstar CICS Dead

I have a Norstar CICS that I recently purchased which seems to be dead on arrrival. I purchased the unit from out of town and picked it up myself. I used one of the cards in another installation to get caller id on phones so I am somewhat ahead of the game. Anyway, when I plugged the unit in to test it, I find that the power led doesn't light up. When I check the power to the main board I find a very low voltage (about 1 volt) I have checked the fuse and it is fine. Is there anywhere I can get a schematic of the power supply board? I am thinking that the power supply is defective. Anyone got any ideas that I can try?

Thanks for the reply Brian. I do suspect the power supply. I am hoping that someone may have a circuit schematic of the CICS so that I can track the voltage from the power supply to the main board. I see on the PS board a component listed as F3 that looks like a capacitor. I don't think it is a fuse as it checks to be open and is tied to the ground plane.
