When accessing the paging over speakers feature you do not hear a click for the relay and cannot get any output from the page tip and ring contact. Is the page port blown???
It does sound like the paging relay has died. I've replaced this relay on a Norstar 616 and it is not any easy job. An alternative to repair would be to see if you could make use of a vacant line port to set up loudspeaker paging. You could assign the line port to its own pool group and assign a pool code for access. Brian Cox

Thanks for the ideas, I did try the line port as an option it did not work. When I put a toner on the speaker wiring the tone comes out loud and clear so I know the speaker power and cabling is good. I have another system on the way and will let you know how I make out
Thanks again
Your amp is probably looking for a contact closure which it is not receiving since the paging relay is not working. You probably need a paging trunk adapter to supply the contact closure. Brian Cox

You might try a voice activated pre-amp that will give you a relay when it senses voice or the PA announcement tone. I think somthing along the lines of Viking Electronics PI-1 would be appropriate. JerryReeve

You can use a CO port but you need to interupt one of the two leads(half a pair)with any old 24v power supply.
Example:
TIP goes from CO to Amp
Ring goes to positive on power supply and from negative on power supply to Amp.
I have never tried this on the Norstar but I have on the NEC Elite 192 since they do not have a page port included and works perfect.
