Norstar 7.1 can't dial 3 digits to Cisco CallManager

I am trying to set up my Norstar MICs to dial 3 digits to the Cisco Call Manager. When I set up the destination code and attempt to absorb the access code, I dial the 3 digits it gives me dialtone and then I have to dial the 3 digits again. It seems it is requiring the access code to dial across. I have played with the dial out number and the destination codes. I can dial a 1 digit access code and then the 3 digits. Has anyone set up their Norstar to dial direct without having to dial the access code first and then the 3 digit or 4 digit number. I am using PRI-Tie line.
 
If I understand correctly, you want the Norstar to recognize a 3-digit number as a destination code, so it picks a tie line and dial the same 3-digit number on that line.

Here is one way to set it up:

1. Build a route that dials no number and uses the tie lines.
2. Create the 3-digit destination code that uses that route and absorbs zero digit.

Here is another way:

1. Build a route that dials the 3-digit number and uses the tie lines.
2. Create the 3-digit destination code that uses that route and absorbs all digits.
 
I have tried both of these ways=
1. Build a route that dials no number and uses the tie lines.
2. Create the 3-digit destination code that uses that route and absorbs zero digit.

1. Build a route that dials the 3-digit number and uses the tie lines.
2. Create the 3-digit destination code that uses that route and absorbs all digits.
However, When I Build the route, no dial out and create the destination code and absorb 0 digits , I dial the 3 digit ext/code and it gives me dialtone and doesn't outpulse the digits across the tie line to the Call Manager. When I get the dialtone I can enter the 3 digit ext of the Call Manager ext and it will ring the CallManager phone but it doesn't automatically outpulse the digits to the call manager
 
It is possible that the Norstar sends the digits before the other end is ready to receive them.

A simple thing to try is to add a wait-for-dial-tone or a pause signal. These are Feature 804 and Feature 78 respectively.

1. Build a route that dials [Feature 804] and uses the tie lines.
2. Create the 3-digit destination code that uses that route and absorbs zero digit.
