I went from 4.something to 6.1 and had to reprogram the whole system, now I want to go from 6.1 to 7.0

Will I need to reprogram the system again

No, and you shouldn't have had to reprogram before. If the upgrade is done correctly you shouldn't have to reprogram. Now I do understand that things can go wrong. Some on this forum feel that, to be safe, when you go from 4.X to 6.1 you need to reprogram. However, I have never had to do that. The only thing you should have to do is to power down and then put in the 7.0 upgrade tool and when that boots up then power down and put in 7.1.

You didn't need an upgrade tool on your last upgrade, but something did go wrong. This time you will need the upgrade tool.

On the plus side, since you reprogrammed this once, it will be way easier if something goes wrong this time.
 
6.1 to 7.0 does not need an upgrade tool. When you upgraded last time did you make sure that you have a rls2 nvram cart.
 
You don't technically need the upgrade tool, but there have been several posts that deal with losing programming on an upgrade. It is "safer" to use the tool even though I have upgraded without it myself.
