Norstar 6.1 DID routing to the wrong CP 150 Mailbox

I ran into another issue that is really strange.
I have 3 phones, (2221,2222,2223) that all have 24BTN EKIM's setup with 20 target lines apearring and ringing on them (200-219)each target line is translating 4 digits.(ie 5539 has a prime set of 2233) it is set to ring to prime on busy. I have 3 phones (7208)in the phone closet that has 8 ans DN's programmed on them. No Intercom so all 8 lines can appear and ring.

When I dial the 5539 number it rings on all 3 phones correctly but if it is not answered, it goes to the voice mail box of the phone that last answered the call instead of the DN that was created in Voice mail for extension 2233. Something is wrong and I dont know.

 
Is this a new installation. Kind of curious why your DN's aren't set up to match your target line received digits and matching mailbox numbers so your calls could flow.

The customer Has 20 different DID numbers that they all want to answer. Thus the target lines appearing on the KIM's.
They also have their own personal DID numbers that were assigned from the Carrier that are 00XX-00XX.
They already had existing numbers that were assigned to them and were LNP'd to the new DID circuit.
they have over 40 DID numbers that they assigned to them for different purposes, and they only have 3 phones to answer them. (not all 40 are assigned).
 
I ahve an update.
I can now ring into the line and if it does not answer it will forward to the 2233 Voicemail box, but if the first call is in progress, the next call that comes in will go to the last answered phone VM.
 
Question?
Would it be better and would it work to have each DID target line in its own hunt group, and have that hunt group on all 3 phones so that they could all answer the call. Would it allow mor ethan one call to ring in at a time on the phones that are not in use?
will they route to each individual mailbox if they are not answered or time out and overflow to CP VM?

So many questions so little time...
 
why have DID service at all why not ring the t1 trunks and have them ring on all sets and use icom buttons so they just ring not appear/ring also i would give any set at least 1 icom button

The T span is an integrated span with 12 channels. the rest is for Data.
