Norstar 4.1 and FXO gateways

I have 2 audiocodes mp118 FXO gateways. I have 8 E&M trunks at each end. My route is dialing to the gateway channel(I can hear it with a butt set) but the gateway does not dial to the other gateway.
Do E&M work over FXO or do I need FXS?

E&M is a trunk ...You'll need another hardware with same E&M trunk type to connect to it

norstar -> E&M -> audiocodes -> IP -> audiocodes -> ...
