Is there a way to include hidden information in PCL (NOPs) that won't be interpreted by the printer?

HPGL has a COMMENT command, so you could jump out
to HPGL and place your comment.

Otherwise, I suppose you could place "printable" text
somewhere off the page.

You can hide text in several ways within a PCL file. However, without knowing the amount of text, the purpose and other pertinent details... you'll need to go to download/install the PCLTool SDK demo and then look in the .\scripts\hidetext folder for the PCL sample file that shows the various methods.
