I know when my 2k Boxes began giving me issues, was when I discovered an authentication problem when deploying the packages with "Administrator" rights. Installing Q325804 resolved the authentication issue. It is a free download from MS if you call them.
Another way around it, is to move to SP4. That will resolve the authentication issue as well.
To prove it, try running the application from the client. Make sure the app is not running hidden, you will need to interact with it. If it comes up with insufficient right... wammo! You know what to do.
