How can I create a scope of IP addresses in Windows 2000 DHCP if the addresses are not sequential; i.e 172.60.5.1, 172.60.5.53, 172.60.5.52?

Also, if I have an existing scope and I want to add to it, how do I go about doing so without affecting existing users with active leases from that scope?

The interface for DHCP is designed to assign ranges of addresses and to be able to define exclusion ranges. The assumption is that you have a range of IPs available with minimal existing usage in that range.

So you can create the range that covers all addresses, then define exclusion ranges; or define multiple ranges (scopes).

You can do reservations which conceivably could be used to prevent assignment of specific addresses but that would require a lot of work.
