No tone from the VG224

Had a power outage and one of my VG224 GW will not provide tone any more. I have checked for physical damage, none. Checked continuity from the gateway to the 66 block. Reset the ports and the gateway itself. Still no tone. The only thing that I do notice is that the activity light is not lit on the FXS connection. There are actually two VG224 GW(s) and the first is working just fine. This one will not give any tone, not sure what to do next. Any suggestions?
 
Have you checked to make sure you did not lose the configuration on the VG that does not work?
Have you rebooted the VG and also reset it from the ccm webpage?
 
Yes, the GW has been restarted and has been reset from the web. When I list the gateways, I can see the GW in question. All the endpoints of that GW are registered. As far as i can tell the CM sees the GW and all the endpoints.
 
Is there a simple way to change the ports on the two so you can plug in the good to the bad and test to try to determine if it is the VG or the port that is bad? I have not done much work on them but is it a simple IP change in the config and data cables to test?
