No talk path for IP phones from site C to Site B

Customer has release 8.1 control unit at site A, IP phones at site B, just added site C with IP phones. Calls from Site A to B work fine, calls from Site A to C work fine. No talk path on calls from site C to B. They are using 1608 IP Phones and VPN appliance at remote sites B & C.
 
Disable direct media or allow routing between site B and Canada subnets.
 
By default, IP Phones will try to send voice packets directly to the IP address of the other IP Phone. By default, VPN tunnels do not allow packets to route to another VPN tunnel. Those two are incompatible when you have an IP phone on one VPN tunnel talking to an IP phone on another VPN tunnel.

You need to either allow VPN-to-VPN tunnels (preferred choice) or disable direct media (which routes the voice packets from one phone via the IPO but adds transcoding delays).
