No system properties, no install problem

I have a computer where if you try to install a program, it just hangs. No errors. But, if you try to go to the system properties, nothing will appear, if you try to open network connections, computer will also hang. When looking under services, windows installer is stopped. What should I try next?
 
Follow the instructions in "What are Good Virus/Spyware?Update/Firewall Practices?" faq779-5240

Also check your event viewer. Start > Control Panel > Admin Tools > Event Viewer to see if there are any errors around the same time that you are attempting to install software.

The computer has already been updated to service pack 2, and I have scanned it with mcafee. Also, when shutting down computer, a lot of rundll32 not responding boxes appear for various programs
 
That link was an update for SP2 itself not an SP1 to SP2 update.

Search your machine for RunDll32.exe files see if you can turn up any zero byte or out of place versions. A good SP2 version of the file should be similar to 32.5 KB (33,280 bytes)version 5.1.2600.2180.

Do the additional checks already mentioned, no one program finds everything, just as no one person knows everything, and virus definition files are written by people.
 
I would add the hotfix linney linked to above.

Then: Start, Run, CMD
msiexec /unreg
msiexec /regserver


 
Thanks for the ideas, I'll have to try that first! If that doesn't work, I'm considering reinstalling windows. After I updated to service pack 2, I had to install mcafee on her computer, and she had hp dla on her computer. That led to a big conflict, so I'm thinking maybe something was messed up in that process. I appreciate your quick suggestions! Thanks again!
