No start database manager command was issued. SQLSTATE=57019

I had DB2 Enterprise Edition 8.1.4 trial version on Windows 2000 sever. After it expired, I tried to remove it and reinstall it. but it keeps failing by showing this error message when I tried to reinstall it.

"No start database manager command was issued. SQLSTATE=57019"

I can't start DB2 instance in services list. I can't figure out what went wrong. Is there anybody who knows what needs to be fixed?

To start, in windows,
Start->run->db2cmd
then it will open a command prompt window. There, run the
command db2start.
Don't try to start DB2 in services.

Hopefully this should solve the problem. If not let me know.
