No send/receive until Outlook touched

My Outlook 2000 does not send/receive until Outlook is clicked. I do not need to click the "Send/Receive" button, just anywhere within Outlook. I don't get the mail notification icon at the bottom right of the desktop since mail does not come in. If I then restore Outlook from the Task Bar and click anywhere all the mail that has been waiting to be delivered then shows up and anything in the outbox will then send out. Basically I need to continually check Outlook to know if I have mail. Outlook seems to be running with no other issues. Any thoughts? Thanks in advance.
 
Has this issue been resolved? Is this on a machine running XP Pro sp2? I had this same issue running Outlook2000 on a machine running XP Pro sp2 using corporate mail via Exchange. Turns out it was a firewall issue. You have to allow Outlook to send email out through the firewall on the machine if you have the firewall activated. Go to start, settings, control panel, windows firewall. Click on the exceptions tab, click "add program" if Outlook.exe is not in the list, browse to the .exe file for Outlook, click on open, and outlook.exe should be in the list with a check mark in the box. Click on ok to exit. Now my messages send/receive automatically without me having to click on a folder to refresh. Of course this would only apply if you wanted to keep the firewall activated and not turn it off completely. Hope this helps.
 
Issue resolved! It was indeed the Firewall issue. I thought it was disabled, but I guess not. Thanks again.
