No RUN command

I'm working on a Emachine with ME. When I log into the guy's profile there is no 'run' command in the Start menu. If I bypass his profile I see the run command in the start menu. I need that run command when I log into his profile. Any ideas?
 
Go to Start, Control Panel, Taskbar and Start Menu, Advcanced Tab then check Disply Run

STEP1: Click "START"
STEP2: Click "SETTINGS"
STEP3: Click "TASKBAR AND START MENU"
STEP4: Click "ADVANCED TAB"
STEP5: Click the CHECKBOX from the "DISPLAY RUN" profile to
display the run command in the start menu

STEP6: Click the OK command button.
