If an external caller calls our site and they are transferred, no ringback is heard, only dead air. This leads callers to believe they have been disconnected. Is there somewhere I can set ringback?

Generally I have seen this on SIP trunks, and you need to work with the telco to resolve.

Interesting - SIP trunks are the main transport at the site, not PRI.

Some carriers require certain parameters for ringback and MOH.

Once the call is answered, it's typically the CUCM that's responsible for providing a ringback tone to the caller on the other end. Make sure an Annunicator is available in the Media Resource Group List of the trunk or gateway.
