No ring with a NEC SL1000

We have for some time now a problem that in our resort most incoming calls are not detected on a NEC SL1000 PBX. Line tested with a test telephone and no ring for 70 % of the time.
Of course complained with the telephone provider without improvement for months. We live in Asia where the service from the state owned telephone company is minimal. The idea is to bypass the telephone provider with a VOIP solution. The resort has optic fiber with stable internet connection. The question is what kind of hardware is needed?, we have four lines.
 
Well if there are Asian SIP providers all you need is a VoIP board. It comes with 4 SIP truck licenses. You should be able to program them to behave exactly like regular trucks do.
 
Thank you for your reply, the state owned telephone company finally solved the ring problem after eight months of trouble and blaming the PBX.
