No Ring Back tone when calling out from ShoreTel system 2

Looking for some advice. Just installed a shoretel system. Using a pri. Just got a call from the customer stating that so far 3 people, when they call out, they are not hearing a ring back tone, just dead air until the called party answers. Any suggestions on where the problem may be?
 
Could be a misconfiguration of the PRI or as issue with the CO possibly. Do you have any error messages in the event viewer or in Quick Look? I have seen oddball things like this if the installer forgot to upgrade the firmware on the Shoregear switch during the install, I have done it myself so I can say it :)
 
Thanks for the advice. Problem was in the pri configuration.
 
What part of your pri was misconfigured?

It's not getting any smarter out there. You have to come to terms with stupidity, and make it work for you.
