NO phones RSIG link lost on Port #0 1

Keep getting this error and have not phones was thinking Controller card. Can anyone please give thoughts or suggestions or confirm?

Power down shelf. Reseat controller.
Power up shelf

Looks like that shelf services 2 loops, 4 and 28.
