no permission to install Nero even though admin 1

Working with 2000 server. Was trying to install Nero on a user's computer. At the end of the install says the user does not have permissions to install the software. So I add the admin group to the user just to get Nero installed. Relogon the user and try to install again and same thing, even though this user should now have admin rights. The user is using XP Pro.
Is a gpupdate /force required to make these changes take effect? Thanks.
 
The user would have to log off and back on for any group membership changes to take affect.

Why don't you try right clicking on the EXE and choose RUN AS and use the domain admin credentials?
