No outgoing calls on PRI

I have a 3300 which has been working normally but developed a problem where one cannot make outgoing call but can receive calls. The LED on the E1 card is flashing Green. What could go wrong here.

Check first to make sure your pri is not set to Qsig.The LED will flash green if set to Qsig. Have you checked all is o.k with the Carrier

if it was working normaly and now there is an issue. I would be calling the service provider to get them to look into it. Flashing green LED indicates Layer 1 is active but sync not present.

dt stat command of plid would show if link is available,
also gives indication of reliability.
stat command of plid would show status of the links channels.
what does the telco's csu show, any alarm?
