No Option for File download 1

I'm trying to download a RTF file from a website. I used to get a box asking me if I would like to save or open the document and I always used to select Save and then choose the location. Now, however, I am not getting such a prompt and Word 97 opens directly with errors saying that the file could not be opened.

Could anybody please tell me how to get the dialog prompt back??
