no lights on the 400 when parking or DND

I installed a system recently; 403,with a 400 using 7 trunks and 16 4012d sets. when I put park keys on the sets they work on the 403 but not on the 400 .....Why?
Also If I put a DND key on the sets they work on the 403 but not on the 400. I must put a DND on and a DND off key on the sets that are on the 400 and the light will not work for the DND. Can anyone help me?

The IP400DS should work identicaly to the DS ports on the IP403, Is the IP400 running the correct firmware (it should be the same revision as the IP403)

Tested this on 1.4(22) on all modules and all the DS phones all light s illuminated?
