No it is all or none. Maybe you could get creative and do something but MOH is always on.
If you are on 4.0 or 4.1 yes you can
But you need to use the announcements and VMPro or VMlite
In the announcement tab you can set ringing silence or music

But thats not on hold. That is when the call is qued. once answered it will get music if the user puts it on hold.
