No Handset Dailtone

Someone transfered a call from the phone. After they did that, they realized the handset has no dialtone, but when you put it on spkr it works. Almost like somehow it was put in headset mode. I have no idea how to get it out. The phone is a 4406d+
 
Perhaps the actual handset or cord has failed? Have you tried swapping parts to test? Swap another phone to eliminate a programming issue, or dead handset jack. Swap the handset, swap the cord, try each piece on a known good working extension jack and phone.
 
I swapped every thing out. It reminds me of headset mode even though I did not program it. Like they pushed a series of buttons that put it in headset mode.
