no free lines

I have a regular ol cics with 4 lines. lines one and two are in pool a. set 32 is prime to pool a. My problem is when the set has line 2 on hold, and line 1 starts ringing. the user will pick up the phone to answer line 1. the phone picks up an intercom line and displays "no free lines" if I press line 1 button I can talk on it all day long. set 32 is in pickup group 2, which has several other phones. I experimented with putting everything in pickup group 1 and taking pickup groups off of every phone to no avail. what gives?
 
since the set is set to prime line pool a it tries to get pool a every time you pick up the handset if the 2 lines are in use that's the message you will get
to eliminate this change the prime line to intercom (i/c)


and does the lines ring on the set

or change the primeline to intercom and manually select outgoing trunks when needed, since the call does not ring the telephone set you will then ba able to manually punch the button to answer the line.

alternativly press the button on the ringing line first and then pickup the handset (no programming changes needed).
