No e-mail on Exchange SBS 2003

I am having trouble with our Small Business Server 2003.

Users are not able to send or receive any e-mail through outlook. The server was rebooted on Friday, and ever since, no e-mail has been received nor can it be sent.

When looking at the services, Microsoft Exchange Routing Engine is not running: When I attempt to start it, I get an error:

Code:
Could not start the Microsoft Exchange Routing Engine service on Local Computer.  

Error 3:  The system cannot find the path specified

I have done a "disaster recovery" reinstall of exchange and reloaded SP1.

In all other respects, the server appears to be running fine, but no e-mail is being received by the users.

Any help would be appreciated.

As an update, the SMTP service runs fine. I can send a message through the SMTP service through telnet, but not through outlook on the pcs, nor am I receiving any e-mail on outlook.

Is the Exchange system attendant service started? Whats in your event logs on the PC's and the Server.

Can you connect to the mailbox using OWA on the server and on the PC's ?

If you have Outlook on the server, does this work?
