No DTMF tones over Trunk

I have a phone(site A) accessing an ACOD at site B. The caller gets the trunk dial tone after dialing the ACOD but the DTMF doesn't work from her phone after connecting to the trunk. You can hear the tones when a button in pressed but the tones will not activate(break dial tone) the call.

The ACOD is connected to analog trunks from a router providing VOIP

Is the trunk CLS DTN or DIP?
If it's DIP DTMF won't break dial tone.
 
All the trunks connecting site A to site B are tie did pri trunks with dtn in the cls.

A 2616, 2008 and a 500 set

Well if it won't work with a 500 set than I'm lost. may somebody else can jump in here and come up with something.
 
i'm no expert, but on PRI, all the signalling is done on the D channel... so you can't do ACOD access to a PRI... it has to go through routing. At least, you can't do 'direct select' test calls on a PRI by dialling ACOD + number like you can on a plain T1....
