No DTMF over Voicenetwork

We have a customer with 2 IP office connected with Voice networks, if Site A uses Site B's lines DTFM does not work, but if Site B dials out on its own lines it works? any suggestions?

The end points at Site B are SIP trunks
 
Sounds like Site A is not sending the correct digits to site B.
You should be able to see the digits sent from site A and the digits received at site B.
Turn on monitor for each site and make a test call. Pause the traces to see what is sent and what is received.

 
Might be a silly question but are you adding in the dial code for site B in the ARS to site A?

Site B sc 9N/N/ARS
ARS N/9N line group to A
