No dial tone when dialing 9

Mer leg. r7- For business A, when dialing 9, intermittently I will get intercom tone instead of dial tone. Must hang up and try again a few times. I should have plenty of TTR's. All seemed to start after adding another business B and prog. them to dial 6 to access pool 895. Any ideas?
 
If it is a shortage of TTR's, check your error log. There will be an alarm in the Transient portion. If only business A has this problem, it is unlikely to be a TTR shortage or even a bad TTR. When Bus A dials 9 and receives intercom tone, do they hear the digit '9' dialed? Does this happen from multiple stations in Bus A or just 1 station? I would still check the error log, permanent and transient. You may find something that points you in the right direction.
 
Yes, I have checked my TTR's the work about 60% of the time(18 TTr's). Avaya says I need to upgrade from r7 v9 to r7 v14.2. Might/should help. But yes to the ? of do they here digit 9 dialed. I can hit it several times and must hang up and try again.
 
You say that your TTR's only work about 60% of the time...so they fail 40% of the time and Avaya is telling you to upgrade your processor? Doesn't seem like the first step in resolving this trouble. You did the TTR test by dialing *04 + (01-18) 123456789*0#? Have you isolated the 40% failure to any particular board? If you actually have bad TTR's, Bus B would be experiencing similar troubles.
