No copper no fiber available in bldg - need options to provide 911

you can use a database at the provider level to set up caller ID assigned to a specific address. then you outpulse that caller ID when dialing 911. you need PRI or SIP

How many feet away?
Is there "line of sight" between the two with no tree interference etc?
Is it on the same property/address as the main building?

As a tenant in a business I would stop paying rent until this is remedied or move out.
Is there no Universal Service Agreement or Oblisgation in your country with the fallback/ last resort carrier?
