NO connectivity to Internet

I have a Dell Latitude D600 laptop that has no connectivity to the internet. I can recieve email from the exchange server and the connection status indicates sending and receiving of packets. I have used several good proxies and still I can not view the Internet. Any suggestions?
 
Have you tried without a proxy? Can you ping any sites on the internet by name? By IP address?
 
I have tried it without a proxy. Also I can not ping a website by IP address. So, is this problem with the my ISP or is this hardware issue?
 
Need a little more detail for this since your questions is pretty common. How do you connect to the internet? Are you on a network of any kind? If your on a network, can others in your network get on the internet? What kind of IP/TCP information do you currently have configured on your networking device? Did you make sure your ISP doesn't have any black outs in your area?
