No Boot After New CPU Installed

I had a pc that was running fine but a bit hot. AMD 2400xp chip. I was only going to replace the fan. I removed the old fan and correctly replace with a .80mm fan and new heat sink. The thermal tape was in place and the sink was placed on the ZIF correctly. Now it will not even post. The fan just turns on and that is it. The hard drive wants to start but stops. Fan turns. No video. What could be wrong. I checked the fundamentals: thermal strip, correct placement...Any help would be greatly appreciated. I should have left it alone but the processor was running hotter than I like. AMD specs it out okay at 90C which is approx. 145 F. Too hot for me when my server has the same MB and CPU and it ran at 114 F.

Two questions:
1. How fast is the new fan turning? (some mobo sensors won't read if the fan slows down)
2. What "thermo tape"? There is a thermal tab on the heatsink which is covered by tape. You did take the cover tape off, didn't you?
 
Try suggestions above, Then if not Remove CPU and fan again. Reseat the CPU then carefully install the fan agian.

You can try resetting the bios by removing the battery for a while. This tends to work sometimes.

Is the new fan plugged into the motherboard or one of the power supply sockets? If it is plugged into a power supply socket, was the original fan plugged into the motherboard?

Many motherboards will not post unless it can detect a CPU fan plugged in and running.
 
Could you, at any time, accidently powered up the CPU without the heatsink in place? even for 5 seconds?
You say the heatsink is on correctly? is the recess in the base positioned over the raised part of the ZIF socket?
Have you removed the protective tape that sometimes covers those thermal pads?
Is the 3pin fan header plug connected to the CPU fan header on the motherboard? (it is easy with some motherboards to connect the plug to the wrong header on the motherboard)
Definately use the cmos clear jumper and bios.
Going inside the case like this you could have inadvertently disturbed something, so remove and refit memory, graphics card and main power connection to the motherboard.
Also just try connecting the old (faster) CPU fan to the CPU header (just in case the fan is faulty and not putting out a proper clean rpm signal to the motherboard)
Last but not least, it could be one of those terrible coincedences where the power supply just happens to have failed during this upgrade, PSU's will often give the appearance of working but one of the power rails has gone down preventing boot.

The fan that was in turned around 7200 and the new one turns about 5200. I made sure that they both were hooked up the same. I also tried to hook directly to the MB. I have also tried the other fan on the processor. One thing I have not done is to try the other fan on the new processor. I have cleared the BIOS. The thermal tape was removed. Only the heat strip is in place. I removed that now and cleaned it real good and used a thermal paste. I have removed all cards. Still no post. All this over a fan. I feel that it has to be something with the fan change.

Any more help would be most appreciative. It is a ASUS 333 MB.
 
Given what you say you have already done there appears only to be two possible causes.
Damaged processor or
PSU has just gone bad, purely by coincidence.
You did say you tried the old fan (not heatsink) on the CPU header connection? and you have tried the other suggestions in the above posts?
