No active line when using feature 900 for SMDR

When making a call and using Feature 900 on a Norstar phone system I get the message "no active line". The SMDR is working but it does not recognize when I'm on the line (PRI). The call goes through with no problem but I don't get any data since it thinks there is no active line.
 
According to the user this feature used to work. It stopped working when they experienced a power failure.
