No Access to Port COM1

All of a sudden I have no access to Port COM1.
Checked in Device Manager device COM1 is enabled, no conflicts, no yellow sign- device is working properly, but when connecting my programmer to this port ( where was always connected before), receiving- "No access to COM1"
To check programmer , try it on my second OS- Win 98SE and all works O.K. on COM1.
Please advice me how I can fix this problem on XP SP3

/NOSERIALMICE=[COMx | COMx,y,z...]
Obsolete Windows NT 4 qualifier-replaced by the absence of the /FASTDETECT switch. Disables serial mouse detection of the specified COM ports. This switch was used if you had a device other than a mouse attached to a serial port during the startup sequence. Using /NOSERIALMICE without specifying a COM port disables serial mouse detection on all COM ports. See Microsoft Knowledge Base article Q131976 for more information.

@Ben,
No ,I didn't install Modem now- Modem is connected through COM4, as always in my PC.
COM Port Data Emulator can not detect COM Port1.
This COM 1 is very important to me- what can cause this problem- something wrong in the Registry, or .....
I repeat in Device Manager COM1 is listed and looks completely normal.
In Event Viewer there is no any error listed re COM1.
 
i would try

if it still wont work

compare bitrate, stopbits .... settings in xp/w98
uninstall com1 in xp and reinstall
reinstall the software that shall use com1

what changed since its not working anymore, you installed software, updates....?

use systemrestore to a date when it was still working

Try to change multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP Professional" /fastdetect /noserialmice=com1
save it , reboot , but change was rejected after reboot found previous setting.
compared bitrate and other parameters- all are O.K.

Try to Uninstall COM1, reboot but COM1 was in it's place not uninstalled.
I am going to restore one of previous image of XP using Acronis TI.
 
Any changes been made in the BIOS? maybe change the settings for the serial ports to see if it makes a difference.

This was very long way because this TI imagine was 4 months old, but finally I fix COM1.
