No 911 - fast busy when dialed.

have a site that will not connect 911 (9911). Stopped working after a power outage. have reset the subscriber but continue to get fast busy when dialed. limited info i know but thats all i have at the moment. And suggestions? Thank you.

Did the gateway lose power? H323 or MGCP gateway? Did a dial peer get lost due to not being saved?

All other calls routing OK?

Cer can anyone tell me how long it takes to upgrade cer 4.0.2 to cer 7.1 i have 2 servers and a 2 hour window???
