NEX IMX/IPX 2400 T1 QSIG link does not repond to layer 3 messages

Hello,
I am trying to establish basic call between a NEC IPX 2400 and Cisco CallManager.
I am able to get the D-CH link up on both sides, but when I place a call from the Cisco Side the NEC never responds at the Layer 3 signaling level.

I've set-up all my routes as per my handbook and have issued MBRT to idle with no luck.

Can anyone help?
