Newbie Q: Trying to debug a handheld app

I'm trying to run a hanheld app in visual studio 2005. I have set the drop down to "Pocket PC 2003 SE Square Emulator" but when I click on Debug/Start Debugging I get the following error:

The operation could not be completed. The device is not connected.

What am I missing?
